and you say its over used in... what?... forums?...
oh yes! now i remember!
a series of three dots in succession, occasionally
used in quoting (from a printed source) as having
brackets. such as: [ ... ] to show that the quote
has been chopped up.
3) yes. for me its the damned word JUST.
i ALWAYS seem to type JSUT.

I may have wrote down the precise encyclopaedia version of what it means but my example also had use it its marks..
FYI..
The ellipsis can also be used to indicate a pause in the flow of a sentence and is especially useful in quoted speech:
Juan thought and thought . . . and then thought some more.
"I'm wondering . . ." Juan said, bemused.
